New Courses on Intellectual Property Rights and Geoinformatics

New Horizons of Science Education


Science education is undergoing sweeping changes in recent years and tradition is making room for a new orientation of higher education. In order to keep resonance with the change, the Department of Science &Technology and Biotechnology (DSTBT) of the Government of West Bengal is working hand in hand with Maulana Abul Kalam Azad University of Technology (MAKAUT), WB.

The most recent outcome of this cooperation is the signing of two Memorandum of Understandings (MOUs) between the Department of Science &Technology and Biotechnology of the Government of West Bengal and MAKAUT to introduce a number of academic curricula on the 24th of July, 2019, at Vignan Chetana Bhavan, Salt Lake, Kolkata.

Prof. Maitra underlined the importance of introducing the courses on intellectual property rights and technology business management for venturing into entrepreneurship.  He highlighted the importance of start-ups for career building and patent rights are the key to such initiatives.

The minister also laid stress on the importance of these types of specialized     courses. He mentioned in this occasion that the Gobernment of West Bengal is giving special emphasis on these types of curricula to improve the emoloyment scenario of the state. Another aim of the government is also encouraging the young generation to undertake staet-up ventures of their own.

The first MOU signed between the Patent Information Centre of the West Bengal State Council of Science & Technology (under the department of Science & Technology and Biotechnology) and MAKAUT. The objective is to introduce one year Post Graduate Diploma and six months' Certificate Courses on Intellectual Property Rights and Technology Business Management.

The second MOU was signed between the Geoinformatics and Remote Sensing Cell of the DSTBT of the Government of West Bengal and MAKAUT to initiate the M.Tech course in Geoinformatics.

Courses on Intellectual Property Rights:

The Department of Science & Technology, Government of West Bengal presently known as Department of Science & Technology and Biotechnology is initiating a P.G. Diploma Course in Intellectual Property Rights and Technology Business Management (duration One Year) as well as a Certificate Course on Intellectual Property Rights and Technology Business Management (duration Six Months)


The DSTBT  is supporting the Intellectual Property Facilitation programme in the State of West Bengal through West Bengal State Council of Science & Technology at Patent Information Centre since 1997. West Bengal was the first state to have its Patent Information Centre (PIC) and is executing the IPR activities at West Bengal State Council of Science and Technology under this Department for the last twenty years.

It has been decided to introduce the above  mentioned diploma and certificate courses in this field. have its Patent Information Centre (PIC), which is executing the IPR activities for more than twenty years and has gained considerable momentum in handling Intellectual Property Rights activities. The PIC in this state is ranked Category I by DST-GOI among 26 PICs in various fields of IPRs. Considering the expertise of this centre in the field of IPR and the expertise of MAKAUT in the field of technology, it has been decided to introduce the above  mentioned diploma and certificate courses in this field.

Aim of the Courses:

These courses aim to build skilled human resources to handle the critical issues of Technology Business Management using Intellectual Property Rights as a tool for establishing an organisation. This will create huge job opportunities for the state of West Bengal.


Actually many new entrepreneurs do non know the laws of patenting and its usefulness. Herein lies the usefulness of these courses. These courses are designed to make the young generation aware of the laws, so that they do not have to suffer, once they start their new ventures. MAKAUT wants to be a true friend of such entrepreneurs an d guide them at all stages.

M.Tech Course in Geoinformatics

The Geoinformatics and remote sensing cell of DSTBT is the nodal agency of the State of West Bengal in the fields of remote sensing and Geographical Information System (GIS). It has been supporting varoius state government departments in their planning process by providing spatial data support. For utilising these spatial data sets, the need for trained man-power in this field has been ever increasing. The department has been offering one year PG DIPLOMA course in Geoinformatics under the affiliation of MAKAUT since 2008. Recently it has been observed that the scope of applications of various new technologies like artificial intelligence, cloud computing, UAV, web based real time spatial analysis etc in Geoinformatics are rapidly increasing. Hence it has been decided that the new M.Tech course in Geoinformatics will be organised in collaboration with MAKAUT to cater to the above needs. The course will cover the use of the State of the Art technologies in application fields like remote sensing, GIS and GPS. Moreover, there will be intensive hands on industry oriented training on various relevant aspects. 

About the Course

The course covers the use of the State of the Art technologies in the fields of remote sensing, GIS and GNSS, including web GIS, Geospatial Big Data Analytics and machine learning, engineering GIS, Cloud computing, programming for Geospatial Analysis using Python, JavaScript and Spatial Databases.

Qualifications and eligibility criteria

A student should secure at least 60%(55% for SC,ST) marks in the master's level or in the bachelor's degree in engineering or a minimum of 55%(50% for SC,ST) in post Graduate level. 

Students with a master's degree from a recognised University or Institute in Physics, Mathematics, Chemistry, Geology, Geophysics, Geography, Agriculture, Atmospheric sciences, RS&GIS, Environment sciences, Botany, Zoology, Forestry, Marine Sciences, Computer Application, Bachelor's degree from a recognised University or Institute in Civil engineering, Computer Sciences, Information Technologies, Mining Engineering, Surveying, Architecture, Regional Planning, Electronics and Communication or equivalent will be considered for admission to M.Tech course in Geoinformatics.

PG Diploma and M.Tech in Geoinformatics Courses

The students who have satisfactorily completed the mentioned PG Diploma in Geoinformatics
Course can take admission in the third Semester of M Tech in Geoinformatics course within 5 years after successful completion of PG Diploma in Geoinformatics course

The students who have initially taken admission in M Tech in Geoinformatics course may discontinue the course after successful completion of first two Semesters of the course. In such situation they will be awarded Post Graduate Diploma in Geo-informatics.

Certification of Post Graduate Diploma and M Tech in Geoinformatics will be done jointly by Maulana Abul Kalam Azad University of Technology and West Bengal State Council of Science and Technology, Department of Science and Technology and Biotechnology, Government of West Bengal
The entire curriculum of 1st year of M. Tech in Geo-informatics and Post Graduate Diploma in Geo-informatics will be conducted by DSTBT at Bikash Bhavan 4th floor and the entire
curriculum of the second year of M. Tech will be conducted by MAKAUT at its campus.

The structure of examination of first and second semesters of both PG diploma and M. Tech courses will be the same and follow the M.Tech pattern of the University.
